I think a good neighbour is someone you can interact with if something goes wrong but also kinda keeps to themself and doesnt really make too much noise in general.
My building is a three story and the upstairs neighbours are really nice and dont make too much noise, the neighbour below is lovely and I love seeing their cats in the windows when i pass by or leave the building. Beef likes to watch the kids running up the street to catch the bus, he likes to try to get us to go outside so he can play with them but we havent let him out yet as theres too much going on and we dont want to stress him out.
In my experience neighbours in a smaller town are easier to talk to over where ive lived in the city; it could also be me relaxing more enjoying the quieter enviroment and slower pace. Im off to do some gaming, but I hope you have a lovely day!
